Philippine Government Launches OFW Records Appointment System, OFW E-Card

For Philippine President Rodrigo Roa Duterte, the Overseas Filipino Workers (OFWs) are “the lifeblood of the country”. Thus, his administration continually makes an effort to stay true to its commitment in protecting and promoting the welfare and well-being of the OFWs.

In 2018 alone, the Philippine government launched the Overseas Filipino Bank to cater to the needs of OFWs and signed a Memorandum of Agreement with Kuwait, wherein both countries agreed to uphold ethical recruitment policies, systems, and procedures for the recruitment and employment of domestic workers.

In addition, the government, through the Philippine Overseas Employment Administration (POEA) and the Overseas Workers Welfare Administration (OWWA), launched the OFW e-CARD in November and the OFW Records Online Appointment System in December the same year.

The OFW Records Online Appointment System

Simply put, the OFW Records Online Appointment System enables the OFW and his/her family members to request for verification or certification of OFW records for FREE and without queuing.

Available at ofwrecords.poea.gov.ph, the OFW Records Online Appointment System allows the users to select the most convenient date and time for them in obtaining their requested OFW records.

When claiming at the POEA central records division, the requesting party should bring the following documents on the scheduled date and time.

If you are the OFW, bring…

  1. An accomplished or printed verification/certification request form
  2. An identification document with picture (passport, driver’s license, PRC card, NBI clearance, company ID, etc.)

If you are an OFW family member or relative, bring…

  1. An accomplished or printed verification/certification request form
  2. An identification document with picture (passport, driver’s license, PRC card, NBI clearance, company ID, etc.)
  3. A proof of relationship (original or authenticated or certified true copy)
    a. For spouses – marriage contract
    b. For children – birth certificate of the requesting party
    c. For siblings – birth certificate of the requesting party and birth certificate of the OFW
    d. For parents – birth certificate of the OFW

For other parties, bring…

  1. An accomplished or printed verification/certification request form/a formal written request indicating the purpose
  2. Other Requirements
    a. For persons authorized by the OFW – Special Power of Attorney
    b. For government agencies – proof of authority of representative to receive the record
    c. For parties with case filed in court – court order to the POEA or letter request from the law office with authorization from the complaining party
  3. An identification document with picture (passport, driver’s license, PRC card, NBI clearance, company ID, etc.)

The OFW e-CARD

The OFW e-CARD, meanwhile, may be used as valid government ID. It is available for FREE to all Balik-Manggagawa OFWs who has: (1) an active OWWA membership, (2) a valid Overseas Employment Certificate (OEC) or exemption number, and (3) a valid passport.

To apply for the e-CARD, the OFW may visit the OWWA website at www.owwa.gov.ph and claim their cards upon returning to the Philippines or through any family member with an authorization letter and copy of the OFW’s passport identification page.

The OFW e-CARD also serves as proof of active OWWA membership, allows instant verification of OWWA membership, and reduces documentary requirements. It even provides easy access to welfare services, scholarships, training programs, and social benefits from OWWA.

When availing of OWWA programs and services, the OFWs may present their e-CARD at any OWWA Regional Welfare Office in the country or at the Philippine Overseas Labor Offices (POLO) and Embassies/Consulates in their host countries.

The OFW e-CARD also has a digital version through the OWWA Mobile App.
